the only good solution to the issues is to allow as many to compete as want to (you can change the format to allow this easily enough, f.i. by making it a 1 loss you're out tourney instead of the current style that means you can bounce back from a loss as long as it's in group stage
the current tourney management team is FAR too attached to the current setup imo
size constraints won't work (padding is easy) and there's plenty of small groups / corps that provide a better showing than huge alliances
raising the ISK cost won't matter since well, ISK is plentiful and they'll never raise it fast enough to keep up with inflation ;P (certainly not without stopping desirable teams from entering along with "undesirable" ones
i do think they should go back to first applies first gets in since that favors the people that care the most about it

Of course it's not a great answer, it's just better than the crap method they went with this time.
(since they insist on only letting a few teams in)
